Policy and Innovative Financing Advisor

The United States Agency for International Development (USAID) has contracted through CAMRIS International partnered with IAP World Services Inc., (IAPWS), to recruit and hire qualified individuals for Policy and Innovative Financing Advisor, Office of the Assistant Administrator, Bureau for Global Health, United States Agency for International Development.

BACKGROUND: In 2011, the Administrator of USAID announced that USAID would establish a center of excellence in the Global Health Bureau to accelerate the development, introduction and scale up of priority global health interventions. This new Center – The Center for Accelerating Innovation and Impact – will promote and reinforce innovative, business-minded approaches to address the key bottlenecks in development, introduction and scale-up – applying business, management and marketplace principles to accelerate impact against some of the world’s most important health challenges.

Despite the existence of hundreds of technologies to improve global health, relatively few are available to save lives in the developing world, where morbidity and mortality burdens are greatest. An antiseptic that costs less than 10 cents could be used to reduce neonatal infection across South Asia. An injection that costs just 60 cents could halve a premature infant’s risk of respiratory distress. A set of pills costing less than 1 dollar could reduce maternal death from postpartum hemorrhage. All of these technologies exist, yet none reaches more than a tiny fraction of the mothers and babies whose lives they could save. Those technologies that do eventually reach those hardest to reach populations often take far too long to get there.

To address these and other challenges, the Center will: Serve as a catalyst, driving innovation and partnerships; Work with the Bureau’s technical offices to help prioritize existing and new innovations and interventions that align directly with the Agency’s priorities in global health; Support rapid introduction of and/or access to these priority interventions; and seek not only to develop best practices in innovation, introduction and uptake across sectors, but to push the boundaries of current thinking to improve the health and efficiency of the marketplace.

ROLES AND RESPONSIBILITIES: USAID is seeking a Policy and Innovative Financing Advisor to play a key role identifying and building innovative financing mechanisms and policies necessary to bring life-savers like these to the people who need them the most. The Policy and Innovative Financing Advisor will be part of a dynamic, new start-up team that will help shape the direction of the Center, building partnerships with key thought leaders globally and pushing new boundaries in this critically important area of development. The Policy and Innovative Financing Advisor will be expected to be a thought leader on innovative financing and policy issues tied to innovation and access, represent USAID in public meetings, and cultivate strong relationships internally with technical and mission staff and externally with senior executives of companies, and senior officials from foundations and governmental, multilateral and nongovernmental organizations. He/she will also be responsible for identifying opportunities, helping to set priorities for the Center, and supporting the Global Health Bureau priorities. He/she will possess, or will be expected to rapidly develop, deep knowledge of and strategic perspectives on the range of existing innovative financing mechanisms and market incentives that exist, including the ability to think creatively about the development and application of new tools.

Identify and develop innovative financing mechanisms, market incentives, or other policy tools to accelerate innovation for priority global health products and interventions and support their rapid deployment and uptake in the field. Provide support to technical offices and missions ensuring they have tools needed to integrate best practices and lessons learned for product development, introduction and uptake into their program planning. Build and manage key relationships with manufacturers, developers, foundations, donors and other stakeholders to advance USAID’s global health priorities, support R&D agenda-setting, in-country registration and strategic prioritization.

Present USAID programs and policies at relevant meetings with external parties and conferences. Possess, or rapidly develop, deep knowledge of and strategic perspectives on the range of existing innovative financing mechanisms and market incentives that exist, including the ability to think creatively about the development and application of new tools. Identify opportunities and new initiatives as priorities within the Center expand. Prepare reports, project plans and templates as needed. Conduct other activities as required.

REQUIREMENTS: The contractor must have: Outstanding academic credentials. MPP, MBA or other relevant graduate degree preferred. Minimum 5 years of policy experience in global health. Solid understanding of the pharmaceutical, biotechnology or medical device industries; financial markets; regulatory and procurement pathways. Exceptional analytical and communication (written and verbal) skills. Strong interpersonal skills with the ability to build relationships and communicate effectively with people of varied professional, cultural, and educational backgrounds. Entrepreneurial mindset, including ability to think strategically, operate independently, self-motivate, be flexible, and set and achieve ambitious targets.

Ability to be effective in high-pressure situations, juggle multiple tasks simultaneously, problem solve in a fast-paced environment and set priorities. Ability to understand incentive structures, and engage and persuade senior-level executives and other stakeholders. Ability to absorb and synthesize a broad range of information, including financial, regulatory, clinical, demographic and scientific information. Detail-oriented with strong organization skills. Nurse Lead
Albuquerque, New Mexico

Project HOPE is seeking a Nurse Lead in Albuquerque. This position will oversee the professional and educational staff members as a player/ coach in health screenings and health program operations, objectives and goals of the “Habits for Life” Program. The Clinical Nurse Lead/ Health Educator will participate in operations for the screening component of the HABITS for Life program. She/he will plan, develop, organize and monitor day-to-day operational activities as they relate to the clinical aspects of the program in collaboration with the Program Manager and Director. The employee shall be expected to collaborate with other health specialists, community partners and agencies to meet the health needs for the area. The ideal candidate will be highly organized, show strong leadership, have excellent communication and training skills; and demonstrate a commitment to the program’s aim to diminish health disparities and improve health. This position will involve extensive travel within the state of New Mexico.

PRINCIPAL RESPONSIBILITIES: Conducts health screenings; Extensive travel throughout New Mexico; Oversees clinical screening as a player/ coach; Develop, lead and motivate an effective team of health care workers; Advises on scheduling of health screenings and health professional training. Assists in the planning and delivery of the health worker/ professional training. Evaluates and ensures that the partnerships with health clinics and health professionals follow high quality standards. Will assist in a local referral system for screening program. Works with program staff on curriculum development/ adaptation/ testing/ delivery and conferences/ presentations. Observes and evaluates the work of teaching/ training staff in order to recommend changes. Performs other responsibilities as directed by senior personnel. Demonstrate a commitment to providing high quality support and services to the project’s field programs and local community partners.

MINIMUM QUALIFICATIONS: Registered Nurse (RN) or licensed practical nurse (LPN). Ability to exercise sound judgment and problem solve independently. Supervisory experience. Clinical background in disease management, with an emphasis on diabetes. Demonstrated supervisory, organizational and logistical experience in program management. Ability to travel extensively within NM. Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, coordination of people and resources. Experience with health education and promotion preferably in diabetes and delivery of health programs in diverse communities. Excellent communication, interpersonal skills. Proficiency in cross-cultural skills.

PREFERRED QUALIFICATIONS: Spanish language beneficial. Five (5) years supervisory experience. Telemonitoring/ Telehealth experience. Delivery of educational curricula. Experience in the arena of chronic disease management and/or wellness.

PHYSICAL DEMANDS AND WORK ENVIRONMENT: The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Public Health Technical Advisor

The Global Health Fellows Program II is seeking a Technical Advisor II or III: Public Health Technical Advisor (GHFP II-P1-023) in Washington, DC. Assignment: Two year fellowship. The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). This is accomplished through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels, and professional development activities aimed at enhancing the technical and leadership skills of global health professionals.

INTRODUCTION: The Office of US Foreign Disaster Assistance (OFDA) is the office within USAID responsible for facilitating and coordinating US Government emergency assistance overseas. As part of USAID’s Bureau for Democracy, Conflict, and Humanitarian Assistance (DCHA), OFDA provides humanitarian assistance to save lives, alleviate human suffering, and reduce the social and economic impact of humanitarian emergencies worldwide. Within OFDA, the Technical Assistance Group (TAG) provides technical oversight and support for a variety of humanitarian sectors. The Public Health Technical Advisor serves as part of the TAG Public Health and Nutrition Team, which consists of advisors in nutrition; water, sanitation, and hygiene (WASH); and pharmaceuticals and medical commodities. S/he may also work with other elements of the TAG team such as advisors in agriculture, protection and vulnerable populations, and shelter and settlements to provide a multidisciplinary approach to disaster response and risk reduction. The Public Health Technical Advisor receives day to day guidance from the TAG Team Leader. S/he is expected to act independently with little direction but in close coordination with the Public Health and Nutrition Team lead and Senior TAG Public Health Advisor.

ROLES AND RESPONSIBILITIES: The primary responsibilities of the Public Health Technical Advisor include: Provide expert advice to USAID and OFDA staff based in Washington, DC or in field offices for public health interventions during a disaster response. Following reports of natural disasters or large scale conflict, s/he may be asked to provide recommendations for response in public health related sectors to OFDA staff. Formulate and convey public health technical and policy positions of USAID/OFDA through interactions with NGO partners, other donor agencies, the international humanitarian community, and other USAID staff working in the public health sectors, attending pertinent meetings and other events as appropriate. In collaboration with USAID/Washington and regional field office staff, co-lead the development of regional and country programmatic strategies and guidance related to humanitarian programming in the public health sector. Conduct public health assessments of the affected populations and recommend appropriate relief activities, while facilitating and coordinating US Government emergency technical response activities with USAID Missions, other donor agencies, and the US Embassy. Participate in the Global Health Cluster.

Monitor OFDA-funded activities to ensure the proper use of OFDA program funds. Review and comment on proposals submitted by NGO and United Nations’ partners for humanitarian response and disaster risk reduction in the public health sector. Identify emergency public health mitigation and prevention measures that could be linked to disaster response activities. Review mitigation principals and recommend course(s) of action to OFDA-Washington staff. Participate in assessment teams, Disaster Assistance Response Teams, Response Management Teams, and other office duties as requested. Provide “in-service” brownbag presentations to USAID and OFDA staff on current public health related topics. Participate in appropriate OFDA general or sector specific training either as a participant and/or trainer. Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Advisor’s own interests.

REQUIREMENTS: MD/PhD preferred; will also consider Master’s degree in public health or related field with extensive relevant field experience and training. Experience working for a nongovernmental organization, international organization, or US Government or agencies working in humanitarian relief and response in emergency public health. Comprehension of guiding concepts of emergency public health interventions in developing countries and ability to represent the humanitarian perspective. High degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze, develop and present work results, and to monitor and evaluate implementation of programs. Demonstrated flexibility and openness in responding to changing work priorities and environments. Strong written and oral communications skills, including the ability to write technical documents and give high level presentations to colleagues in and outside of USAID. Strong interpersonal skills and experience in working effectively in an independent capacity and as a member of a team. Good computer skills. Ability and willingness to travel internationally (20 to 30%). US Citizenship required.

In addition to the above, the position requires the following at each level: Technical Advisor II: Minimum five years’ relevant experience working with a nongovernmental organization, international organization, or the US government or agencies working in humanitarian relief and response in the emergency public health field; at least two years’ experience in international or resource challenged settings, preferably in the emergency public health field. Technical Advisor III: Minimum ten years’ relevant experience working with a nongovernmental organization, international organization or the US government or agencies working in humanitarian relief and response public health; three to five years’ experience in international or resource challenged settings, preferably in the emergency public health field.

Primary Responsibilities: The Senior Program Manager is a Chapel Hill-based position responsible for program management in support of the Kenya Country Office, principally the Capacity Kenya Program, to achieve excellence in program design and implementation, quality results and deliverables, and impact. Provides technical support to the Kenya Office as requested by Country/ Project Director. Works with the Kenya Country Director and other country level staff to ensure the visibility of the Capacity Kenya project, and other projects in the portfolio, to internal and external audiences, highlighting technical and programmatic innovations and strengths in support of IntraHealth’s communication strategy including web updates, technical and program briefs, presentations at USAID working group meetings, and global, regional and national conference presentations. Provides support to the country office to ensure that all projects meet host country, donor and organizational compliance requirements around local labor laws, office registration, and all other contractual requirements.

Manage relationships with US based partners and subcontractors including fostering joint partner forums for both US-based and Kenya-based partners (using skype or other internet based technologies), and serves as primary source of information about the project(s) for Chapel Hill staff, US-based partners and sub-contractors, USAID/Washington, CDC/Atlanta, other cooperating agencies or projects and/or other donors, as needed. Represents IntraHealth and the Kenya portfolio of project(s) at a variety of public health fora including Global Health Council and APHA, as well as USAID and/or other donor technical working groups to increase visibility and contribute to IntraHealth’s reputation as a champion for health workers.

EDUCATION/EXPERIENCE REQUIREMENTS: An advanced degree in adult education, human resources for health/ organizational development or public health with a minimum of seven years professional public health experience with at least two of those residing in Africa or another development country with management responsibilities working on USG related projects. Minimum three years of demonstrated experience in project management with a USAID-funded health project, including work plan development and management, budgeting and financial management, USAID rules and regulations, and project and financial reporting. Contract management experience highly desirable. Minimum one year of demonstrated experience in project development and proposal writing. Broad based knowledge of human resources for health and health systems strengthening, organizational development and training issues within East Africa, preferably Kenya. The Global Health Fellows Program II is seeking a Technical Advisor II: Policy Advisor (GHFP II-P1-024) in Washington, DC. Assignment: Two year fellowship. The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with CDC Development Solutions and Management Systems International. GHFP-II is supported by the US Agency for International Development (USAID). GHFP-II’s goal is to improve the effectiveness of USAID health programs by developing and increasing the capacity of health professionals with tailored development opportunities. This is accomplished through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels, and professional development activities aimed to enhance the technical and leadership skills of global health professionals.

BACKGROUND: The Strategic Planning, Budgeting and Operations (SPBO) Office within the Bureau for Global Health provides leadership, advice and support for overall strategic direction, resource allocation, and procurement planning. SPBO works across the Bureau’s technical offices to promote program integration and coordination. SPBO further supports efforts to monitor and promote the effectiveness of programs and the achievement of Global Health (GH) objectives, and is integrally involved in performance monitoring and evaluations. The Strategic, Planning and Budget (SPB) Division takes the lead in the Bureau’s review and facilitates the approval of strategic plans.

Additionally, the Division liaises with the Department of State’s Office of the Director of US Foreign Assistance with regard to Agency strategy, policy development and implementation. SPB leads the Bureau in program planning and performance monitoring, and the Division conducts analyses and provides written inputs for annual reports and other Agency performance reporting requirements. SPB serves as the Bureau’s resource on USAID evaluation policies and practices; oversees implementation of the Bureau’s evaluation plan and analyzes and disseminates evaluation findings, conclusions, recommendations and best practices as appropriate. SPB provides analyses for the Bureau’s planning and portfolio reviews and supports planning efforts for the Bureau and its technical offices.

INTRODUCTION: The Policy Advisor will work in the Strategic Planning and Budget Division of the Strategic Planning, Budgeting and Operations Office in the Global Health Bureau and will support the relationship with the Department of State’s Office of the Director of US Foreign Assistance with regard to USAID’s strategy, policy development and implementation of Global Health programs. The Policy Advisor, working in collaboration with the strategy and legislation team, will conduct analyses and provides written inputs for annual reports and other Agency performance reporting requirements, provide analyses for Global Health planning and portfolio reviews, assist in providing support for planning for the Global Health Bureau and its technical offices, and conduct independent program and technical reviews.

ROLES AND RESPONSIBILITIES: The primary responsibilities of the Policy Advisor include: Program Planning: Support the GH Bureau’s program design and development process, including reviewing concept papers and supporting project design teams within the Bureau’s technical offices. Assist with the development of requests for proposals and ensure that project designs and objectives are in alignment with Bureau and Agency policies and strategies. Work with the Acting Division Chief and other SPB advisors on identifying policy issues and priorities that may affect the GH Bureau and draft recommendations to GH senior leadership that address identified policy issues. Conduct analyses and provide written contributions for GH planning and portfolio reviews, annual reports and other Agency performance reporting requirements and assist in development of policies, strategies and plans for GH and projects with Agency-wide application. Strategic Planning: Perform and/or guide strategic planning and program monitoring tasks, as required by the GH Bureau. Participate in the development of strategies, plans, program guidance, and dissemination of results for Agency-wide application and incorporation into public health programs. Coordinate with the Bureau of Policy Planning and Learning and regional Bureaus to provide GH input into draft agency policies and strategies. Guide the formulation of the GH Bureau's strategic planning guidance and initiate plans for incorporation of this guidance across the Bureau. Assist in the development and implementation of broad programs based upon new or revised legislation. Assist in the development of new program objectives to facilitate the achievement of new and/or existing agency goals. Other tasks or responsibilities may be assigned based on (a) organizational and programming need and/or (b) the Technical Advisor’s own interests.

REQUIREMENTS: Master’s degree in public health, public policy, international health, social sciences or other related discipline with specialized training in global health. Minimum five years’ experience in designing, implementing, and managing health or development programs with at least two years’ experience in international or resource challenged setting. Knowledge of project design best practices desirable. Ability to work effectively with a broad range of US Government personnel and partners, and in a team environment. Ability to communicate technical health information to both health and non-health audiences. Demonstrated project management, technical leadership, policy experience, and problem solving orientation working on complex projects in a highly sensitive environment. Knowledge of USAID programs, procedures, and systems for program design, procurement, logistics, management and monitoring desirable. Computer skills in MS Word, Excel, Power Point, Outlook, and Access. INTRODUCTION: The Maternal and Child Health Division (MCH) within USAID’s Office of Health, Infectious Diseases, and Nutrition (HIDN) works closely with USAID Missions and Regional Bureaus as well as the private sector, other US government agencies and departments, and international partners to: advocate for investments in improving maternal and child health, with a focus on the major causes of mortality and associated morbidity; introduce innovative cost-effective interventions to address these issues; and leverage human, technical, financial resources to help countries improve their capacity to deliver such lifesaving interventions. For immunization, the program focuses on USAID's participation in the GAVI Alliance (www.gavialliance.org), a public private partnership focused on procurement of new life-saving vaccines; support to countries for the introduction of new and underutilized vaccines; support to countries for strengthening their routine immunization systems to improve coverage and sustainability in the context of their overall child health programs; and building strong working partnerships with other organizations that are supporting these same immunization objectives.

Childhood vaccination programs offer one of the most effective strategies the global public health community has at its command to reduce the high burden of infant and child mortality in developing countries. As the USAID Administrator recently stated: “The most transformative new breakthroughs we have at our disposal are in fact, vaccines. By expanding the coverage of existing vaccines and introducing new immunizations through sustained use of a strong immunization program, we believe we can save the lives of 4 million children over just the next five years.” USAID has recently made substantial commitments to GAVI for the next 3 years to support the cost of new vaccines and has joined with other international partners to assist countries to strengthen their routine immunization systems making it possible to sustain introduction of these new life saving vaccines. Immunization has been re-born as a top priority with USAID and within the international health community.

The MCH Division seeks an Immunization Technical Advisor to provide technical oversight and guidance to its maternal and child health projects and to contribute to the Division’s broader mandate of advancing USAID’s work on maternal and child health. The Advisor will specifically assist the MCH Division in providing technical and programmatic oversight to its immunization and child health programs and activities, including, but not limited to, the Maternal and Child Health Integrated Program (MCHIP), the Interagency Agreement with the Centers for Disease Control and Prevention, the HealthTech Project, and other projects as identified.

The Advisor will also provide technical assistance in the MCH Division in the development, analysis, and implementation of new programs that support immunization and other child health activities. In addition to the position’s primary focus on immunization, it is anticipated that there will be broader engagement with the Division’s portfolio, including integrated approaches to maternal and child health. The Advisor should anticipate flexibility in adapting over time to changes in MCH Division programs and emphases. This Advisor will take technical direction from the MCH Division’s Immunization Team Leader. It is anticipated that the Advisor will have the opportunity to provide leadership and help shape country-level activities in support of USAID’s expanded immunization work, as well as the Global Health Bureau’s support of those country efforts.

The Advisor will be a member of the MCH Division team and will also work closely with other team members who have complementary areas of expertise. ROLES AND RESPONSIBILITIES: Serve as technical advisor to various projects which are focused in whole or in part on immunization related activities such as the Maternal and Child Health Integrated Program (MCHIP). This role may require reviewing work plans, budgets, and country activities, participating in evaluations of the program as requested, and other technical oversight tasks as requested by the Agreement Officer’s Technical Representative. Participate with the HIDN immunization team regarding activities with other US Government agencies (e.g., NIH, CDC) and international and multilateral partners such as GAVI, WHO, and UNICEF that facilitate the implementation of the USAID immunization strategy. Participate with the HIDN immunization team to work with US and non-US based NGOs and foundations to coordinate activities around the introduction of new vaccines and the support of routine immunization systems in developing countries.

Work with the Immunization Team Leader and other members of immunization team in all technical aspects of managing and implementing the USAID immunization strategy including report preparation, inquiry response, conference and meeting participation, support to missions and bureaus, project oversight, budgeting, office reporting responsibilities, and all other activities as directed by the Immunization Team Leader. Backstop the Bureau liaison to the Global Alliance for Vaccines and Immunization (GAVI) in the preparation of briefing materials, reports, funding documents and all other materials that are required. Support the HIDN immunization team in the provision of technical and program guidance and monitoring of the MCH Division’s child health and immunization activities.

Provide programmatic backstopping to the MCH child health and immunization teams, including developing and providing information on budget proposals, ensuring tracking of financial obligations and expenditures, and assisting with preparation of results and portfolio review documents. Provide USAID missions and other operational units (such as USAID Regional Bureaus) with technical assistance in immunization and child health, including communication and outreach with missions regarding program design, implementation and monitoring. Monitor, analyze and provide recommendations to USAID programs in immunization and child health, including participation in country-level reviews, design of mission strategies, review of country level performance indicators, and preparation and presentation of reports on program activities and results.

Join country teams and participate in country program reviews and action plans, provide technical recommendations on the immunization component; participate in technical assistance and evaluation trips to USAID country programs. Provide technical input as appropriate to health-related projects throughout the Agency. Assist in the activities of the MCH Division in the HIDN Office. This will include taking a prominent role in responding to Congressional reporting requirements in child health and immunization, representing the Division in meetings and conferences, responding to external inquiries, serving on working groups and technical committees, providing backstop support to other activities in the division, and serving as a non-voting member on procurement panels when appropriate. Assist with preparation and presentation materials, briefings, reports, etc. on child health programs; lead in the preparation of briefing, reports, etc. on immunization programs.

REQUIREMENTS: Master’s degree in public health or related field required. Minimum ten years’ progressively responsible experience working in health care in an international setting of which at least three to five years is practical field experience working with childhood immunization programs in developing countries or resource challenged setting. Strong knowledge of childhood immunization with practical field experience in at least two developing country settings at the community through the national level is essential. Strong preference is given to experience in Africa. Practical programming experience in immunization is the single most important factor in considering a qualified candidate for this position. Comfort with working in a large bureaucracy. Innovative thinker who can work well within a team and predefined strategy. Demonstrated ability to work effectively in a large bureaucracy, in a collegial environment and in a team approach, and on a number of tasks simultaneously. The Program Development Manager assembles and leads teams of varying sizes in order to complete proposals for government, foundation, and corporate donors. S/he manages the strategic development and compilation of proposal documents, including editing and limited writing. Program Officer, Latin America & Caribbean

The American Red Cross is seeking a Program Officer who is based in Washington, DC and is responsible for providing support to the Latin America and Caribbean (LAC) disaster management and health programs, field operations, and staff. The American Red Cross, with its partners in the International Red Cross and Red Crescent Movement, works to provide urgent humanitarian assistance to the world’s most vulnerable communities. Program Officers are expected to have a wide range of skills, experience and knowledge relevant to the American Red Cross programs in the LAC region. Position reports to the Director for the LAC Region.

Responsibilities: Manage and/or support regional programs: Serve as NHQ point of contact for all projects, country plans, programmatic issues, and other cross-cutting areas where appropriate according to skills, interests and workloads in countries of responsibility (for local National Red Cross/ Crescent Society counterparts as well as ARC staff). Ensure programmatic and financial compliance of field projects; including project start-up, agreements, budget oversight, compliance with monitoring and evaluation and reporting standards. Undertake periodic site visits, and oversee project close-out. Coordinate and cultivate relationships with relevant Movement partners (IFRC counterparts, National Societies, PNSs) and external stakeholders on a regular basis. Represent ARC and liaise with key external partners such as donor agencies and other humanitarian agencies in the U.S. and overseas. Maintain strong communications with and provide programmatic support to ARC field staff; within HQ, ensure effective communication among relevant ARC teams including the International Response Operation Center (IROC), Technical, Finance, and Business.

Operations: Coordinate closely with technical team in the conceptualization, execution, monitoring and evaluation of program activities, making sure there is adequate technical input in all decision-making and planning. Provide support to regional program in the negotiation, monitoring and drafting of contracts, agreements and other project documents. Provide coverage to other regions or units as deemed appropriate (surge capacity related).

Planning and program development: Participate in the development of regional and country-specific plans/ strategies aligned with wider International Services and ARC strategies and operational plans. Assist in identifying new program opportunities through monitoring of sources and liaising with external donors and other humanitarian agencies. Participate in the development (design) of new programs. Role will vary by type of proposal and available skill sets, always coordinating the region’s participation and sometimes acting as lead writer.

Disaster Response: Act as or support the LAC Response lead in managing all aspects of disaster response, including planning for early recovery. Ensure timely response to disasters within LAC by prioritizing and facilitating rapid assistance in support of relief operations; allocation of financial and in-kind resources; management and tracking of internal processes; facilitation of coordination of key internal and external stakeholders. Help to oversee LAC field operations, including potential deployment as part of a response team. Oversight includes ensuring appropriate and adequate distribution of relief supplies, cash, and other interventions; and supporting and ensuring a high level of performance by deployed field personnel. Monitor new, ongoing, and potential disasters in region; work with International Disaster Response Unit’s reporting function and Development, Communications and Marketing Departments to ensure up-to-date information. Serve as Duty Officer on a rotational basis and be willing to work after hours during an emergency. Backstop staff as necessary.

QUALIFICATIONS: Bachelor’s degree required, Master’s preferred. Minimum of three years relevant experience required. Field experience working in developing countries managing disaster response, disaster preparedness, and recovery programs strongly preferred. Experience working with local partner organizations and program and proposal development experience is strongly preferred. Working experience in Latin America a plus. Must have excellent interpersonal skills and the ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures. Strong written and verbal communication skills in English are essential. Fluency in Spanish is highly desirable.

Program Assistant, Haiti Assistance Program

The American Red Cross seeks a Program Assistant (PA) to support the Haiti Assistance Program (HAP) within the International Services Division of the American Red Cross. The position is designed to provide administrative support throughout the program design, implementation and review process at headquarter level, in addition to general administrative support to the HAP program team. Responsibilities: Facilitate internal processes, including program reports, program data collection and entry into software database, tracking and analysis of the units’ contributions to programs. Attend meetings such as proposal review meetings, and take meeting minutes and disseminate, as needed. Conduct research as needed on issues related to ARC’s international operational or technical areas. Perform administrative duties as needed to support in particular Program Officers, including data entry, arranging appointments, travel, preparing correspondence, records management, and presentations. Backstop activities as needed, such as program quality control, contracting, management and representation. If applicable, be available as required to fill in for Program Officers for short periods of time. Assist with Response and Programs project and delegation close-outs. Support deployment of personnel including travel arrangements, information collection and distribution, preparation of equipment, and briefings/ debriefings. Support knowledge management, including organizing and filing program-related documents on the G drive. Travel as needed to assist with technical advisors, or program officers, provide in-country support to staff as appropriate, and in coordination with the Haiti Assistance unit Director and regional directors. Information Architect, Global Disaster Preparedness Center

The American Red Cross seeks an Information Architect to support the information and knowledge management needs of the Global Disaster Preparedness Center (GDPC). This includes providing immediate support for data collection and analysis, designing an effective knowledge management system for a state-of-the-art resource center, and piloting of complementary knowledge management initiatives in conjunction with the wider International Services Department (ISD). The position reports directly to the Director of the GDPC in the ISD.

Responsibilities: Assess the range, nature and flow of data in other global resource centers to inform the creation of effective knowledge management system(s) for the GDPC. Based on analysis, develop effective knowledge management strategies and practices for the GDPC that will facilitate efficient collection, storage, distribution and use of knowledge (eg. sharing of good practices, lessons learned, evaluations, etc.). Support ongoing information management needs as they pertain to the GDPC (eg. organizing research findings) using data tracking systems that are aligned with other sides of ARC’s International Services, ensuring interoperability with program management and geographic information systems. In coordination with other ISD teams, maintain visibility on best practices in humanitarian information management, both in and outside of the Red Cross community, to successfully adapt and improve ways to harness data with new technologies that will enable ARC to build and maintain a cutting-edge service-oriented GDPC. This may include piloting projects to test viability, functionality, etc. Regularly interact with ARC (domestic and international) program and IT staff at headquarters and in the field to understand evolving requirements, business processes and opportunities for improving GDPC knowledge management practices. RESPONSIBILITIES: Work with field projects to design and implement quality evaluation research activities. Support EngenderHealth’s Program Division in development and implementation of a research agenda and corresponding research activities. Work with project staffs and Program Development to develop strategic frameworks, monitoring and evaluation (M&E) plans, and performance monitoring plans (PMP) with indicators. Support project staffs to operationalize M&E plans, assuring data quality through appropriate and feasible data collection methods, analysis and reporting. Provide mentoring, training and technical assistance to EngenderHealth project staff working on M&E. Assist in the development of an evaluation and research guidelines/ toolkit. Review and provide feedback on research protocols, in compliance with EngenderHealth’s Evaluation and Research Standard Operating Procedures (E&R SOPs). Maintain a database of EngenderHealth’s evaluation and research protocols/ studies. Maintain and manage a roster of available qualified ME&R consultants. Liaise with database developers to guide the need for data and its analysis and use. Assist country and program directors in recruiting and interviewing strong ME&R staff. Travel up to 25-35% of time for field-based technical assistance and/or global leadership activities. Other duties, as assigned.

QUALIFICATIONS: Master’s degree or PhD in a field related to monitoring and evaluation of international health and development programs. A minimum of 7 years of work experience in ME&R working on international health projects. Long-term M&E project field experience is desirable. Experience designing and conducting operations/ applied research. Experience using existing routine information systems (e.g., HMIS), and doing secondary data analysis for M&E purposes. Experience providing technical assistance on the use of data for planning and decision making. Experience training others in M&E. Ability to work in French is desired.
