Technical Advisor, Leadership and Capacity Building

Plan International USA is seeking a Technical Advisor who will be responsible for providing technical direction and assistance for Plan International USA’s capacity development activities to ensure effective implementation of quality training and other capacity building efforts. S/he will work with the Washington, DC-based Leadership and Capacity Building Team to implement and/or manage projects and contribute to the development of proposals, publications, and technical documents. The Technical Advisor should have experience in all aspects of training and institutional capacity building to include needs assessment, training curricula design, facilitation, evaluation, training of trainers, and organizational capacity assessment and capacity strengthening processes. Specific experience and expertise in leadership and management training and gender is a plus. S/he should have a proven track record of working with diverse groups of NGO leaders in the global development community.

Skills and QUALIFICATIONS: Master’s degree in health or social sciences, or a related advanced degree required. Minimum 5 years of relevant work experience including: training needs assessment, curricula design, training and facilitation, and training evaluation; planning and leading institutional capacity building assessments, and development and implementation of various capacity building interventions with local NGOs. Technical background in family planning/ reproductive health HIV/AIDS, governance, youth development, women’s leadership, community development, and/or gender required. Experience in proposal writing and business development a plus. Proven ability to interface with senior management and external experts to carry out duties. Demonstrated commitment to and substantial experience in, participatory, learner-centered methodologies for both training and capacity building. Demonstrated commitment to gender and social inclusion. Strong verbal and written communications skills and demonstrated ability to work as a member of a team. Experience in Project design and project and financial management preferred. Available for extensive international travel. Fluency in Spanish desired.

Background: The President’s Malaria Initiative (PMI)/Uganda’s Stop Malaria project (SMP) was established as a flagship project to increase coverage and use of key life-saving malaria interventions in support of the Uganda National Malaria Strategy and the National Malaria Control Program (NMCP). This project was to geographically complement the Northern Uganda Malaria, AIDS, and Tuberculosis project (NUMAT), and be able to work in all areas of Uganda except those supported through NUMAT. NUMAT has now closed but its activities continue to be implemented through the new Northern Uganda Health Integration to Enhance Services (NUHITES) project.

Scope of Work: The purpose of this evaluation is to provide evidence to guide strategic targeting and investment for future USAID/Uganda malaria interventions.

The evaluation will answer the following questions: To what extent has SMP improved delivery of key (global standard) malaria interventions in the districts of operation? Key intervention areas cover preventive, curative and systems strengthening. What are the factors associated to the major successes and performance weaknesses? How well did the partnership between JHU, Malaria Consortium, IDI, CDFU, UHMG work in terms of cost effectiveness and process/ implementation efficiency? How effectively is the project building the capacities of NMCP and districts as laid out in the cooperative agreement and the monitoring and evaluation (M&E) framework, and with regard to improving capacity to properly manage malaria control in Uganda?

Deliverables and Products: In-brief: introduction of the evaluation team, discussion of the scope of work and initial presentation of the proposed evaluation work plan, and presentation of the inception report detailing the team’s interpretation of the assignment, an evaluation design and methodology, analytical plans, sampling, interview tools, field visits and work schedule. Weekly progress reports: brief informal reports summarizing progress, challenges and constraints and describing the evaluation team’s response. Oral presentation: power point presentation. The oral presentation should, at a minimum, cover the major findings, conclusions, recommendations, and key lessons. The evaluation team will liaise with the mission to agree on the dates, audience, venue and other logistical arrangements for this briefing. The presentation will be held before departure. Draft evaluation report: the report should comply with the USAID’s evaluation report standards set out in Annex 2. Final draft report: complete report incorporating comments from USAID and other stakeholders. Final report: Team Leader will submit a final report incorporating final edits and formatting for wider sharing. Cleaned data sets: The contractor will share the cleaned data sets with USAID.

Team Composition, Skills, and Level of Effort (LOE): Evaluation team will be composed of three consultants: One Team Leader, one malaria program expert and one organizational capacity expert. The Team Leader will be a senior evaluation expert with over 15 years of experience evaluating and/or implementing health programs and with knowledge of and experience in malaria programs. Team Leader will have played substantive role in more than five other evaluations and played team leader role in a minimum three related evaluations. The Malaria Program expert will be a holder of an MPH with extensive malaria programming experience in Sub-Saharan Africa and skills in monitoring and evaluation of malaria programs. S/he will have played a substantive role in a minimum of three evaluations in health. The Organizational Capacity Expert will be a holder of a master’s degree in development studies, business administration, health economics or other relevant social sciences and demonstrated skills/ experience in assessing organizational capacity and partnerships.

Relationships and Responsibilities: The USAID M&E Specialist for Health, Solome Sevume will have overall technical responsibility for the evaluation process. The Evaluation Team will liaise closely with SMP’s Agreement Officer’s technical representative (AOR), Daryl Martyris to make the necessary arrangements for USAID inputs and briefings. The Program Office M&E Specialist, May Mwaka will assist with coordination and clarification of USAID requirements and standards.

Senior Health Technical Advisor

Background: The Democratic Republic of the Congo’s (DRC) health system was once renowned in Africa for its network of clinics, quality of physicians, and primary health care system. In the past two decades, the political and economic collapse of the country has had a dramatic impact on the health system. Hospitals and clinics lack personnel and equipment and often run out of critical medicine and supplies. DRC’s health indicators are currently among the worst in the world. It is estimated that as much as 70 percent of the population has little or no access to health care.

USAID is improving the health of Congolese people, under the framework of the U.S. Global Health Initiative (GHI) Strategy. Aligned with the Ministry of Health’s National Health Development Plan, the GHI Strategy focuses on promoting the health of vulnerable groups—women, girls, newborns, and children under-five—and reducing the incidence of the most prevalent diseases, including malaria, TB, and HIV/AIDS. In addition to work at the national level, USAID improves the provision of primary health care services in 80 health zones providing care and treatment to over 12 million people. USAID’s Integrated Healthcare Program builds the capacity of local and provincial management teams to improve their leadership and technical expertise. Included in the comprehensive package of services delivered, USAID assists the GDRC in the prevention, detection, and treatment of malaria, TB, and HIV/AIDS. Mothers and children are provided with prenatal care, skilled assistance during deliveries, newborn care, treatment of child illnesses, and routine immunizations, including for polio. USAID also provides Vitamin A supplements to children, water treatment options, and family planning and reproductive health services in these health zones.

Working in close collaboration with USAID Education, Social Protection, and Economic Growth units, the USAID Health program provides services in line with key U.S. Government priorities. DRC is a focus country for the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) program, the President’s Malaria Initiative (PMI), and the Child Survival Call to Action.

Scope of Work: USAID/DRC is seeking an experienced health expert to help design new programs in the areas of health systems strengthening, HIV/AIDS, and Maternal/ Child health. USAID/DRC is seeking an experienced professional that can assist in completing the design of a number of new activities and offer extended high quality support to the Health Office.

Senior Evaluation Specialist/ Team Leader
Kinshasa, Democratic Republic of the Congo

Background: USAID manages an integrated HIV/AIDS program with the goal of reducing transmission while mitigating impact on people living with HIV/AIDS (PLWHA) and their families. Activities focus on reducing transmission among Most at Risk Populations (MARPs), as well as people living with HIV/AIDS (PLWHA) in urban hot spots (Matadi, Lubumbashi, Bukavu, and Kinshasa, with approved expansion to Kisangani in FY2011) and their immediate transportation corridors. Built on the foundation of a solid PMTCT clinical platform, the HIV/AIDS program provides an integrated continuum of care to link clinical with community services including prevention, HIV/AIDS Counseling and Testing (HCT), treatment, condom social marketing, treatment of TB/HIV co-infection, and positive living, care, and support including nutrition for PLWHA and Orphans and Vulnerable Children (OVC). Through the President's Emergency Plan for HIV/AIDS Relief (PEPFAR), USAID focuses on HIV/AIDS prevention, treatment and care activities in the focus provinces of Katanga, Orientale, and, Kinshasa. There are also limited activities in the provinces of Bas Congo, South Kivu, and the two Kasaiis. USAID also supports government institutions and social mobilization campaigns such as game shows and TV soap operas that are contributing to this effort.

Scope of Work: USAID/DRC is an HIV Technical Advisor. The primary purpose of the HIV Technical Advisor is to provide support to the USAID/DRC HIV/AIDS Team and the US Government PEPFAR team in the development of several key procurements. Additionally, they will support the Country Coordinating Mechanism and the DRC in the development of the country’s proposal to the Global Fund. The USAID/PEPFAR is one of the largest and most complex portfolios within the USAID Mission. In partnership with the Health Team Leader and other health staff, the HIV Technical Advisor will provide mentorship to staff and assist in strategic leadership, planning, and reporting.

The HIV Technical Advisor will coordinate with other USAID health programs to ensure integration of programs supported by the Mission such as procurement and supply chain management, nutrition, reproductive health/ family planning, Maternal and Child Health and Malaria activities. S/he will work closely with all USG agencies involved in HIV and AIDS programming in DRC and will contribute to DRC’s national health strategy, facilitating a coordinated USG HIV response in collaboration with non-governmental organizations, the private sector, and other development and implementing partners in DRC. The Advisor will be well-versed in PEPFAR policy and requirements regarding all aspects of strategic planning and reporting, budget formulation and earmarks, monitoring and evaluation, and will be a highly motivated person, capable of operating within a complex and fluid environment in an independent manner. In addition, s/he will be responsible for responding to the challenges of a complex bureaucratic and cultural environment, identifying realistic solutions to problems while recognizing and creating opportunities for progress.

Five positions with UMCOR

Monitoring and Evaluation Manager
New York, NY

UMCOR is seeking a Monitoring and Evaluation Manager in New York. Working with staff of the International Programs unit as well as the Executive Secretaries of Monitoring and Evaluation for UMCOR and Global Ministries, the Monitoring and Evaluation Manager will focus on M&E for UMCOR’s international programs in health, water, sanitation and hygiene, livelihoods, sustainable agriculture, nutrition, and food security, emergency response, and social and community development. The Monitoring and Evaluation Manager will identify program evaluation needs and priorities, establish protocols, analyze and interpret results, and communicate results to international programs teams and donors. The M&E manager will provide technical leadership as well as management leadership to field staff to ensure M&E procedures are followed appropriately.

ESSENTIAL FUNCTIONS: Acting as primary point of contact for HQ M&E technical assistance including providing in-country support on country or program specific M&E needs and ongoing remote support. Assisting the field in the identification of evaluation needs and supporting the design and implementation of practical tools. Aligning this support and tool development with agency-wide efforts in M&E and Performance Management. Providing support to proposal development, particularly during the logframe and design discussions. Design and manage a process for collection of comprehensive data from baseline, mid-term and conclusion of projects to provide clear monitoring of progress to achieving goals and objectives. Develop and maintain systems to analyze information on inputs, outputs, outcomes and impact of the program with efficient feedback loops. Responsible for developing and tracking appropriate indicators for program interventions and identifying indicators for substantive accomplishments and relevant milestones.

Communicate to all technical staff and partners the process for collection and reporting of monitoring data, explain the roles of each, and train them on the indicator definitions and the data collection process and systems. Responsible for ensuring that staff are adequately trained to conduct M&E activities accurately. Monitor data collection processes for quality assurance purposes. Travel periodically to the field to check the quality of the monitoring data by seeing the collection process at work and reviewing the key concepts in the indicators. Oversee evaluation activities. Ensure compliance with donor’s evaluation policies when applicable. Design learning mechanisms and reference materials on how to operationalize monitoring systems.

QUALIFICATIONS: Master’s in public health, international development, or other relevant social science preferred. Expertise in monitoring and evaluation of development programming. International NGO field experience in monitoring and evaluation of relevant program areas such as health, sanitation, poverty reduction, sustainable agriculture, nutrition, or food security. Background in overseeing surveys or related quantitative methods. Demonstrated ability to coordinate and manage staff, and budgeting of M&E activities. Ability to travel up to 40% including to very low-resource settings. Proficiency in French preferred.

SKILLS, KNOWLEDGE, ABILITIES: Familiarity with an array of evaluation tools and methodologies. Field experience in designing and implementing practical monitoring systems. Proven experience in designing and implementing M&E activities and indicators, as well as analyzing the data collected. Ability to work closely with staff to explain M&E processes and how those processes relate to the work of the project. Ability to assure that individuals and teams adhere to the highest standards of quality, relevance, and timeliness. Knowledge of change management to facilitate dissemination and application of lessons learned. Ability to motivate and provide leadership within the team. Experience at cross-cultural communication techniques. Be a strong team player and adept at creating a strong team spirit. Awareness of impact evaluation methodology and research methodology, preferred. Awareness of program logic modeling, surveying, or other M&E software as well as data analysis programs, preferred.

Program Manager
New York, NY

UMCOR is seeking a Program manager in New York. The primary purpose of the UMCOR Program Manager (PM) position is to support, guide and oversee UMCOR field office(s) (“Mission(s)”) in their program development, monitoring and reporting of activities, strategic development and exit/ transition planning. The position entails significant program development as well as field office grant and donor management. It will be expected that the PM will travel to the field to gain first-hand knowledge of programs and issues and be a liaison with donors in the US and internationally. The PM will act as a link between project ideas being generated in the field and representing those ideas to US and internationally based donors. The Program Manager will be responsible for grant management, as well as providing representation of assigned Missions at UMCOR’s NY headquarters and with external partners. Under the guidance of the Director, International Programs, the Program Manager will ensure that each assigned Mission operates based on a sound humanitarian and development strategy and follows UMCOR’s standards of operations.

ESSENTIAL FUNCTIONS: Responsibilities of this position include, but are not limited to: Mission Support, Coordination and Supervision: Provide management support to assigned Missions. Monitor day-to-day communications in assigned Missions and ensure appropriate responses to the field and donors. Provide grant management support for all donor grants, including proposal submission, ensuring donor reporting requirements are met and dealing with donor related issues. Advise field Missions on issues of grant management and compliance including start-up and close-out. Keep accurate and updated grant files at all times. Advise Heads of Mission on personnel, administration and program related issues. Provide policy and operational guidance to field Missions and assist in developing field manuals. Through constant liaison with donors and Heads of Mission (HoMs), identify Mission priorities and assist when needed (e.g. with proposal writing, stakeholder liaison, etc.).

Maintain a strong link with the Director, International Programs and Associate General Secretary, International Development, reporting on a regular basis and copying them on relevant communications through an established communications protocol. Liaise with program staff in UMCOR’s Global Health & Development and International Disaster Response units and NY-based finance, human resources, resource development, grants management, monitoring and evaluation, and communication and marketing support departments on issues pertaining to the assigned Missions and related countries or regions. Coordinate program and Mission evaluation activities.

Assist the Missions in maintaining contact and coordination with key partners active in the same region, including those associated with the United Methodist Church (where applicable), local and international organizations, peer agencies, and others. Provide coverage for key leadership/ program/ support functions in the field as requested, to assist with short-term gaps and emergency support. Represent assigned Missions on Crisis Management Team as appropriate. Make monitoring field visits as assigned, and submit written reports and recommendations based on these visits. Coordinate with the Program Managers for other Missions/ regions for information sharing and to establish a coherent program support and backstopping function between headquarters and the field.

Program Design, Development and Strategy Support: Pro-actively build, maintain and capitalize on close relations with UMCOR current, past and potential institutional donors and partners. Pro-actively seek out new funding opportunities for Missions, and inform HoMs and Strategic Resource Team (SRT) members. Review incoming proposals from Missions for donor compliance, programmatic and narrative quality and expedite the review process. Ensure that all proposal development criteria are met including compilation of certifications and recommendations and coordination of internal approval process. Negotiate grant agreements, program and budget revisions, and any other grant related issues with donors. Review budgets for proposals and operating budgets as needed in coordination with Grant Finance Managers.

Make field visits to support and assist with program design/ proposal writing as necessary. Attend assigned Mission planning meetings as appropriate, and provide input into Mission strategy planning. Review, edit and provide input into Mission annual and multi-year planning documents as appropriate, ensuring that Mission programs are aligned with UMCOR’s core mission, vision and strategic plan. Assist assigned Missions in communication and negotiation with the SRT on annual and multi-year Mission strategies. Keep up-to-date records on Mission/ country developments and funding opportunities.

Agency/ Mission Representation: Provide program briefings to donors and other stakeholders, offering UMCOR Mission/ country perspectives to stakeholders. Regularly contribute to the development of promotional materials and internal communication tools. Gain an in-depth knowledge of Missions, programs, personnel, countries, issues, partners and peoples through visits, research and proposal writing. Represent assigned Missions at UN or DC advocacy, coordination meetings, and with the SRT in NY as needed. Develop a network of key contacts within the circles of NGOs, peer agencies and other faith-based organizations, institutional partners, academia and diplomatic representation to keep abreast of issues facing assigned Missions vis-à-vis humanitarian and development assistance.

General Support: Contribute to the development of organizational procedures, polices and systems of UMCOR. Contribute to the recruitment process of expatriate staff and consultants as necessary including developing job descriptions, scopes of work, consultant agreements, conducting interviews, and providing training and orientation. Any other task that may be assigned related to the Mission support.

QUALIFICATIONS: The position requires a Master’s degree in International Development, Non-Profit Management, Public Administration, International Relations or a related field, as well as at least 4 years of experience in grant management, program design, implementation and fund-raising, preferably overseas.

SKILLS, KNOWLEDGE, ABILITIES: Strong organizational ability; experience in post-disaster and emergency project management, and the ability to work independently and as part of a team; ability to understand the cultural and political environment and to work well with multiple stakeholders in a diplomatic manner; demonstrated knowledge of international humanitarian assistance and development programs with emphasis on the functions, policies and procedures of the US Government and the UN system; excellent interpersonal skills and proven ability to identify, plan and coordinate program and operational support to a field-based operation. Experience in capacity strengthening of local partners and staff strongly desired. Experience in program development and management in the areas of Sustainable Agriculture & Food Security, Economic and Social Development, and Global Health preferred. Excellent written and oral communication skills in English required, and with other languages a plus. Experience in working with faith-based organizations is a plus. Must be available to work outside normal office hours or on the weekends as required by contact with the Missions, Mission security, or other obligations. Must be able to travel as required for standard domestic and international business travel as well as to the assigned Missions. The United Methodist Committee on Relief (UMCOR) seeks a CBPHC Technical Officer to provide technical guidance to UMCOR field offices, United Methodist hospitals and clinics, and grassroots partners around the world in the area of maternal and child health (MCH) and integrated primary health care initiatives.

Essential Functions: The principal activities of this position include driving the strategic direction of UMCOR’s large-scale CBPHC initiatives for UMCOR. Head of Mission, Haiti

UMCOR is seeking a Head of Mission in Haiti. Reports To: Associate General Secretary, International Development through Director, International Programs. Since 2010, UMCOR’s work in Haiti has focused on emergency response and recovery programming from the devastating earthquake in January 2010 that affected large parts of the country. UMCOR’s work has a humanitarian and development mandate to work with all communities in need. With a base of operations largely in the West Department with travel to other parts of the country, UMCOR operates in three sectors: Shelter and Reconstruction, Livelihood and Water, Sanitation and Hygiene (WASH) and maintains partnerships with a variety of organizations, including the Methodist Church of Haiti.

PURPOSE: The Head of Mission (HoM) is to lead and manage all programming, human resources, business development, strategy implementation and planning and mission operations for UMCOR’s field office in Haiti and to establish and continue relationships with key institutional partners, including bilateral donors and the Methodist Church of Haiti.

ESSENTIAL FUNCTIONS: The Head of Mission, based in Port-au-Prince, will be responsible for overall country office strategy implementation, supervision, quality control, external relations, programming, program and business development, and overseeing all aspects of UMCOR’s presence in Haiti. Central to the position will be the establishment and development of relations with key players, including donors, international and local NGOs, UN offices, government offices, local partners, Methodist Church of Haiti, United Methodist Volunteers in Mission, and other stakeholders.

The HoM will be responsible to ensure that all aspects of UMCOR’s programs in Haiti are implemented in compliance with international quality standards, the UMCOR strategy and vision for Haiti programming, grant agreements, budgets and according to schedule. The HoM will develop and manage programs in tandem with staff and in collaboration with Headquarters (HQ) colleagues. Where appropriate, programming should also be considered to complement ongoing recovery and development efforts underway by the Methodist Church of Haiti. As part of program development, the HoM is expected to examine the funding situation in the country and solicit funding for programs. In addition, the position will be responsible for office and management procedures (including logistics, operations, procurement support, Government of Haiti reporting, human resources and others), assessing the security situation and enforcing security procedures, and recruiting/ supervising expatriate and national staff. The HoM is also responsible for external coordination and visibility, particularly through established coordination bodies in Haiti, such as the ACT Alliance and the CCO. Primary Responsibilities: Oversee all aspects of UMCOR Haiti operations, including administration, human resources, security, project management and implementation. Lead the coordinated early recovery and development efforts for UMCOR in Haiti, ensuring alignment with Government of Haiti humanitarian and development strategies and synergy with Methodist Church of Haiti programming. Collaborate with the Finance Director in the administration of finance, including budget preparation and submission of financial reports, funds transfers, accounting, and related functions and also prepares and submits required narrative reports to UMCOR HQ, including project development and monthly reports. Ensure consistent high quality outputs and comprehensive monitoring, documenting and evaluation of all activities and their impacts. Work with HQ communications colleagues on pipelines and submissions of stories from the field to highlight ongoing work. Actively coordinate program activities with other humanitarian and government agencies working in the area. Provide regular situation reports to HQ and timely program reports according to donor and internal UMCOR requirements. Monitor developments throughout Haiti and assess local contextual needs with the view of new program development and expanding programming. Must be willing to travel extensively to conduct regular site visits for all programs as needed. QUALIFICATIONS: Master’s Degree in international development or related field and six or more years of progressive international leadership experience. A solid background in leading and managing multi-faceted early recovery and integrated community development programming. Strong program development and donor relationship building, networking, and acquisition skills. Solid team player with excellent troubleshooting skills, maturity, professionalism, follow through and a positive working attitude towards challenges. Position requires pro-active leadership, sound judgment, ability to work under pressure, creativity, and cultural sensitivity, while working in an insecure and unpredictable operating and security environment. Also required: Past successful experience managing and leading grants with established institutional donors. Past experience enforcing internal quality control around processes and procedures. ESSENTIAL FUNCTIONS: The WASH Coordinator, based in Port-au-Prince, will be responsible to lead and manage all related emergency, transitional and development program assessments, program design, grant management, implementation, and staffing in Haiti. This position will be the lead technical and coordination staff person on relations with related key collaborators in the sector, including donors, international and local NGOs, UN clusters/ offices, government offices, local partners (including the Eglise Méthodiste d'Haïti (EMH), service providers, and other stakeholders.

Primary Responsibilities: Establish and lead all aspects of UMCOR Haiti’s WASH department, staffing and programming. Provide technical guidance to the WASH programs of the EMH, particularly in equipping EMH-related health facilities with water and sanitation infrastructure. Participate with the Mission leadership in the development and implementation of the mission strategy for UMCOR’s work in Haiti. Lead the transitional, emergency and development programs for UMCOR in Haiti in the area of water, sanitation, and hygiene. Assess WASH needs and specific vulnerabilities and lead integrated neighborhood programs to improve access to water, sanitation, hygiene, and waste management. Review and develop billing of quantities and create specifications. Draft terms of reference, select, and manage service providers and vendors for related services in compliance with established UMCOR procurement procedures. Coordinate with relevant agencies and government officials.

Manage service providers to ensure community involvement at all levels and adherence to specifications for humanitarian and Government of Haiti standards for sanitation and WASH access. Coordinate with local groups to identify priorities and opportunities for community-level waste management solutions. Lead the Disaster Risk Reduction (DRR) preparedness planning, including coordination of pre-positioned stocks and developing community assessments for disaster response. Develop a long-term hygiene promotion curriculum and training program, integrated into a PHAST program with partner organizations, including the EMH. Develop work plans, in conjunction with related program staff, for implementation of all related programs; oversee implementation of all program activities and ensure work plans are followed or adjusted as needed. This includes coordinating with the strategic health and WASH planning of the EMH. Design, prepare and negotiate related project proposals and budgets, while maintaining oversight of unit programs, budgets and expenditures to ensure timely use of funds.

Ensure department staff compliance with UMCOR and donor policies and procedures as they relate to personnel, security, financial, and procurement/ contractual standard operating procedures. Ensure consistent high quality outputs and comprehensive monitoring, documenting and evaluation of all activities and their impacts. Coordinate with Mission Operations staff on supply/ donation distributions. Actively coordinate related program assessments and activities with other humanitarian and government agencies working in the area. Provide regular reports to HQ according to donor and internal UMCOR requirements. Monitor developments throughout Haiti and assess local contextual needs with the view of new program development and expanding programming. Provide technical support to field offices. Must be willing to travel extensively to conduct regular site visits for related assessments and programs. QUALIFICATIONS: Advanced degree in civil or environmental engineering or related field and five or more years of related international experience. Experience with DRR programs and training required. In Namibia the under-five and maternal mortality rates which were declining in the 1990s have now increased to 69/1,000 and 449/100,000 live births respectively in 2006 largely as a result of HIV/AIDS and its impact on the health system. While progress has been made in increasing coverage of interventions that could substantially have an impact on health MDGs, increased efforts need to address the demand for services especially in reaching hard to reach communities and households.

The Consultant will be hosted at the organization’s offices in Windhoek, Namibia and will travel to regional program sites on a regular basis to support HEP activities. Routine travel to the Kunene 800 km north – west of Windhoek is required. During the consultancy, it is expected the incumbent will spend 50% of their time in the field, including potential travel to other regions at the request of the Ministry of Health and Social Services (MOHSS).

Scope of Work: The Health Extension Consultant will provide technical assistance to MOHSS as required to assess, revise and strengthen implementation planning for the scale up of the Namibian Health Extension Program. This position requires a medical doctor and a candidate knowledgeable about implementing health extension worker programs in other countries.

Technical assistance activities are expected to include day-to-day engagement with MOHSS and non-governmental organization personnel to provide supportive supervision, review and revise protocols, studies and tools to strengthen operations, planning, monitoring, reporting in addition to site-level assessment of activities. It is essential that a strong bi-directional referral system from the health center to the community is established under this consultancy.

Responsibilities require knowledge of Health Extension and the Namibian community-based public health context. Working under the technical guidance of USAID and MOHSS, Directorate of Primary Health Care, the incumbent will work in close coordination with the Programme Manager – CBHC, the Steering Committee of the HEW system, the Regional Health Directorate and the District Health Supervisor, USAID implementing partners and others. The STTA will be responsible for pooling together all the various planning and initial implementation components as well as harnessing all energies and resources in the district and community level.

Skills, and Level of Effort (LOE): One international contractor with the following QUALIFICATIONS and experience: Must be medical doctor with over 10 years of experience working in Africa. Over 5 years’ experience in community based health care and in coordinating and managing health and social services at sub-national level. Deliverables and Products: Will provide strategic support to the Ministry of Health and partners to follow through on supportive supervision, mentoring, coaching, materials adaptation and development as well as training process. Establishment of a bi-directional referral system between the community and the health facility. Ensure quality assurance and monitoring and evaluation activities are undertaken. Other objectives to be accomplished will include identification, selection, recruitment and deployment support for the HEW system to support the Regional and District Health Directorates in the planning, coordination and implementation of the health extension pilot project.
